中国文学艺术界联合会第七次全国代表大会、中国作家协会第六次全国代表大会,是进入新世纪中国文学艺术工作者的首次盛会。这次会议的目的是,进一步团结和动员广大文学艺术工作者,为建设有中国特色社会主义文化,为推进现代化建设、实现中华民族的伟大复兴而继续奋斗。
文学艺术,是人类社会实践活动的生动反映,也是人类精神创造活动的重要表现。在社会前进的历史洪流中,一切先进的、健康的文学艺术,都给予人们以巨大的鼓舞和美的享受。
二十世纪的一百年,是中国发生翻天覆地变化的一百年,是中国人民为改变积贫积弱的状况和实现振兴中华的理想而不懈奋斗的一百年。在这个历史过程中,伴随着以马克思主义为指导的新文化的诞生和发展,我国的文学艺术适应时代特点和人民要求,与革命、建设和改革的伟大实践相结合,走过了不断发展、与时俱进的不平凡历程。
二十世纪的一百年,也是中国人民精神极大解放的一百年。中国人民在追求自身解放和幸福的奋斗中焕发出了前所未有的创造精神。中国人民的精神世界和精神生活发生的这个巨大变化,是与我国文学艺术的繁荣进步分不开的。
在我们党的领导下,广大文学艺术工作者辛勤耕耘,奋发前进,创作了大批优秀作品,涌现了许多享誉中外的优秀文学艺术家。他们为党和人民事业的发展,为我国文学艺术的繁荣,为人民群众精神文化生活水平的提高,作出了重要贡献。我代表党中央、国务院,向全体代表和全国文学艺术工作者,致以崇高的敬意和诚挚的问候!
人类已经跨入了新的世纪。本世纪中叶,我们将基本实现现代化,实现中华民族的伟大复兴。到那时,一个富强民主文明的社会主义现代化中国将屹立于世界的东方,中国人民将对人类作出新的更大的贡献。这是近代以来中国人民一直为之奋斗的历史使命。一切有志气、有理想、有抱负的中华儿女,都为能够投身于这一壮丽事业而感到自豪。实现中华民族的伟大复兴,不仅需要发达的物质文明,而且需要先进的精神文明。实现这两个文明的协调发展,是我国社会全面进步的必由之路。我们的文学艺术工作者,在推进两个文明特别是精神文明的建设中肩负着重大的职责。
当今世界激烈的综合国力竞争,不仅包括经济实力、科技实力、国防实力等方面的竞争,也包括文化方面的竞争。世界多极化、经济全球化的深入发展,引起世界各种思想文化,历史的和现实的,外来的和本土的,进步的和落后的,积极的和颓废的,展开了相互激荡,有吸纳又有排斥,有融合又有斗争,有渗透又有抵御。总体上处于弱势地位的广大发展中国家,不仅在经济发展上面临严峻挑战,在文化发展上也面临严峻挑战。保持和发展本民族文化的优良传统,大力弘扬民族精神,积极吸取世界其他民族的优秀文化成果,实现文化的与时俱进,是关系广大发展中国家前途和命运的重大问题。
努力建设我国的先进文化,使它在全国人民乃至世界人民中间具有强大的吸引力和感召力,与努力发展我国的先进生产力,使我国加快进入世界生产力发达国家的行列,都是我们实现社会主义现代化的战略任务。只有建设面向现代化、面向世界、面向未来的,民族的科学的大众的社会主义先进文化,才能满足人民日益增长的精神文化生活的需要,不断促进人民思想道德素质和科学文化素质的提高,也才能为发展经济、发展先进生产力指引正确的方向,提供强大的智力支持。
发展和繁荣先进文化的一个极为重要的任务,就是要使我们的民族和人民在建设有中国特色社会主义事业的征程上,始终保持奋发有为、昂扬向上的精神状态。一个民族,没有振奋的民族精神,没有高尚的民族品格,没有坚定的民族志向,不可能自立于世界先进民族之林。我们必须不断增强全民族的精神力量,不断丰富全民族的精神世界。唯有这样,才能万众一心、坚韧不拔地向前奋进。
在我国漫长的历史中,各族人民在建设伟大祖国和美好家园、抵御外来侵略和克服艰难险阻的奋斗中,不断培育和发展着中华民族的民族精神。中华民族的精神,最突出的就是团结统一、独立自主、爱好和平、自强不息的精神。中国人民正是依靠这个民族精神,在祖国广阔的土地上创造了一个又一个人间奇迹,缔造了为世人惊叹的灿烂的中华文明。
这个民族精神,是中华民族五千多年来生生不息、发展壮大的强大精神动力,也是中国人民在未来的岁月里薪火相传、继往开来的强大精神动力。
这个民族精神,是我们非常宝贵的精神财富。我们世世代代都要加以继承和发扬,并结合时代和社会的发展要求,不断为之增添新的内容。
文艺是民族精神的火炬,是人民奋进的号角。在培育和弘扬民族精神方面,文艺可以发挥独特的重要作用。古往今来,世界各民族无一例外地受到其在各个历史发展阶段上产生的文艺精品和文艺巨匠的深刻影响。中华民族的精神,不仅体现在中国人民的奋斗历程和奋斗业绩中,体现在中国人民的精神生活和精神世界里,也反映在几千年来我们民族产生的一切优秀文艺作品中,反映在我国一切杰出文学家、艺术家的精神创造活动中。
通观我国和世界的文明发展史,可以清楚地看到,每一个时代都会产生出本时代的文学家、艺术家,他们的优秀作品往往成为时代进步和社会发展的重要标志,成为人民奋斗的号角。古今中外的文艺巨匠,他们的传世名作都反映了那个时代的呼唤和要求,或者为社会变革而呐喊,为时代进步而欢呼,或者为敢于取胜的英雄人民而赞美,为知难而进的顽强勇士而颂扬,或者对先进事物加以热忱的支持,对腐朽事物进行无情的鞭挞,或者给人们以美好的愉悦,给人们以理性的启示,等等。总之,历一切优秀的文艺作品,都是反映人民最深刻的心灵呼唤和时代最迫切的前进要求的作品,都是隽永艺术魅力与现实社会进步相结合的结晶,都是文学艺术家们的思想感情与创作灵感为时代和生活深刻感召的产物。正因为这样,历一切文艺巨匠们的作品连同他们的名字就代代相传,成为历史的不朽。

IgrewupinasmalltowninruralNorthCarolina.Myfatherworkedinamillallhislife,andIwillneverforgetthemenandwomenwhoworkedwithhim.Theyhadlintintheirhairandgreaseontheirfaces.Theyworkedhardandtriedtoputalittlesomethingawayeveryweeksotheirkidsandtheirgrandkidscouldhaveabetterlife.Theyarejustliketheautoworkers,officeworkers,teachers,andshopkeepersonMainStreetsallacroAmerica.
Mymotherhadanumberofjo.Herlastjobwasworkingatthepostofficesomyparentscouldhavehealthcare.Andsheownedherownsmallbusine—refinishingfurnituretohelppayformegotocollege.
Ihavehadsuchincredibleoortunitiesinmylife,andIwasbleedtobethefirstpersoninmyfamilytogotocollege.Iworkedmywaythrough,andIhavehadoortunitieswaybeyondwhatIcouldhaveeverimagined.
Andtheheartofthiscampaign—yourcampaign—istomakesurethateveryonehasthosesameoortunitiesthatIhadgrowingup—nomatterwhereyoulive,whoyourfamilyis,orwhatthecolorofyourskinis.ThisistheAmericawebelievein.
IhaveentmylifefightingforthekindofpeopleIgrewupwith.Fortwodecades,IstoodwithfamiliesandchildrenagaitbigHMOsandbigiurancecompanies.AndasaSenator,IfoughtthosesamefightsagaittheWashingtonloyistsandforcauseslikethepatients’BillofRights.
IstandheretonightreadytoworkwithyouandJohntomakeAmericastrongagain.

WehaveaplanthatwilloffereveryonethesamehealthcareyourSenatorhas.Wecangivetaxbreakstohelppayforyourhealthcare.Andwewillsignintolawarealpatients’BillofRightssoyoucanmakeyourownhealthcaredecisio.
Weshouldn’thavetwopublicschoolsystemsinthiscountry:oneforthemostaffluentcommunities,andoneforeverybodyelse.
Noneofusbelievethatthequalityofachild’seducationshouldbecontrolledbywheretheyliveortheaffluenceoftheircommunity.
Itdoe’thavetobethatway.
Wecanbuildonepublicschoolsystemthatworksforallourchildren.Ourplanwillreformourschoolsandraiseourstandards.Wecangiveourschoolstheresourcestheyneed.Wecanprovideincentivestoputqualityteachersintheplacesandthesubjectswhereweneedthemthemost.Andwecaneurethatthreemillionkidswithasafeplacetogoafterschool.Thisiswhatwecandotogether.
Weshouldn’thavetwodifferenteconomiesinAmerica:oneforpeoplewhoaresetforlife,theirkidsandgrandkidswillbejustfine,andthenoneformostAmericawholivepaychecktopaycheck.
AndyouknowwhatI’msaying.Youdon’tneedmetoexplainittoyou,youknow—youcan’tsaveanymoney,canyou?Takeseverydimeyoumakejusttopayyourbills,andyouknowwhathaeifsomethinggoeswrong—achildgetssick,somebodygetslaidoff,orthere’safinancialproblem,yougorightoffthecliff.
Andwhat’sthefirstthingtogo.Yourdreams.
Itdoe’thavetobethatway.
Wecanstrengthenandliftupyourfamilies.Youragendaisouragenda—soletmegiveyousomeecifics.
First,wecancreategoodpayingjoinAmericaagain.Ourplanwillstopgivingtaxbreakstocompaniesthatoutsourceyourjo.Itead,wewillgivetaxbreakstoAmericancompaniesthatkeepjohereinAmerica.Andwewillinvestinthejoofthefuture—inthetechnologiesandiovationtoeurethatAmericastaysaheadofthecompetition.
Wewilldothisbecauseforusajobisaboutmorethanapaycheck—it’saboutdignityandselfreect.Hardworkshouldbevaluedinthiscountryandwe’regoingtorewardwork,notjustwealth.
Wedon’twantpeopletojustgetby;wewantpeopletogetahead.Soletmegiveyousomeecificsabouthowwe’regoingtodothat.
Tohelpyoupayforhealthcare,ataxbreakandhealthcarereformtoloweryourpremiumsupto$1,000.Tohelpyoucovertherisingcostsofchildcare,ataxcreditupto$1,000tocoverthosecostssoyourkidshaveasafeplacetogowhileyouwork.AndtohelpyourchildhavethesamechanceIhadandbethefirstpersoninyourfamilytogotocollege,ataxbreakonupto$4,000intuition.
Sonowyouaskhowarewegoingtopayforthis?Well,here’showwe’regoingtopayforit.Letmebeveryclear,for98percentofAmerica,youwillkeepyourtaxcut—that’s98percent.Butwe’llrollbackthetaxcutsforthewealthiestAmerica,closecorporateloopholes,andcutgovernmentcontractorsandwastefulending.Wecanmoveourcountryforwardwithoutpaingthebillandtheburdenontoourchildrenandgrandchildren.
Wecanalsodosomethingabout35millionAmericawholiveinpovertyeveryday.Here’sthereasonweshouldnotjusttalkaboutit,butdosomethingaboutmillioofAmericawhostillliveinpoverty,becauseitiswrong.Wehaveamoralreoibilitytoliftthosefamiliesup.
Imeantheveryideathatinacountryofourwealthandourproerity,wehavechildrengoingtobedhungry.Wehavechildrenwhodon’thavetheclothestokeepthemwarm.WehavemillioofAmericawhoworkfull-timeeverydayforminimumwagetosuorttheirfamilyandstillliveinpoverty—it’swrong.
Thesearemenandwomenwhoarelivinguptotheirpartofthebargain:workinghardandtakingcareoftheirfamilies.Thosefamiliesaredoingtheirpart;it’stimewedidours.
WewilldothatwhenJohnisintheWhiteHouse.Wewillraisetheminimumwage,finishthejobonWelfareReform,andbringgoodpayingjototheplacesthatneedthem.AndwewillsaynoforevertoanyAmericanworkingfull-timeandlivinginpoverty—notinourAmerica,notinourAmerica.
LetmetalkaboutwhyweneedtobuildoneAmerica.IsawupclosewhathavingtwoAmericasdoestoourcountry.
FromthetimeIwasveryyoung,Isawtheuglyfaceofsegregationanddiscrimination.IsawyoungAfrican-Americankidssentutairsinmovietheaters.Isawwhiteonlysigonrestaurantdoorsandluncheoncounters.Ifeelsuchanenormousreoibilitywhenitcomestoiuesofraceandequalityandcivilrights.
Ihaveheardsomediscuioanddebatesaboutwhere,andinfrontofwhataudiencesweshouldtalkaboutrace,equality,andcivilrights.Well,Ihaveanawertothatquestion.Everywhere.
ThisisnotanAfrican-Americaniue,notaLatinoiue,notanAsian-Americaniue,thisisanAmericaniue.It’saboutwhoweare,whatourvaluesare,whatkindofcountrywewanttolivein.
WhatJohnandIwant—whatweallwant—isforourchildrenandourgrandchildrentobethefirstgeneratiotogrowupinanAmericathat’snolongerpidedbyrace.
WemustbuildoneAmerica.WemustbeoneAmerica,strongandunitedforanotherveryimportantreason—becauseweareatwar.
NoneofuswilleverforgetwherewewereonSeptember11th.Wesharethesameterribleimages:theTowersfalling,thepentagoninflames,andthesmolderingfieldinpeylvania.Andwesharetheprofoundsadneforthenearlythreethousandliveslost.
AsamemberoftheSenateIntelligenceCommittee,Iknowthatwehavetodomoretofightterrorismandprotectourcountry.Andwecandothat.WearearoachingthethirdaiversaryofSeptember11th,andIcantellyouthatwhenwe’reinoffice,itwon’ttakeusthreeyearstogetthereformsinourintelligenceweneedtoprotectourcountry.Wewilldowhateverittakes,foraslongasittakes,tomakesurethatneverhaeagain,nottoourAmerica.
WhenJohnispresident,wewilllistentothewisdomoftheSeptember11thCommiion.Wewillbuildandleadstrongalliancesandsafeguardandsecureweapoofmadestruction.Wewillstrengthenourhomelandsecurityandprotectourports,safeguardourchemicalplants,andsuortourfirefighters,policeofficersandEMT’s.WewillalwaysuseourmilitarymighttokeeptheAmericanpeoplesafe.
AndwewillhaveoneclearunmistakablemeageforalQaidaandtherestoftheseterrorists.Youcaotrun.Youcaothide.Andwewilldestroyyou.
Johnunderstandspersonallyaboutfightinginawar.Andheknowswhatourbravemenandwomenaregoingthroughinanotherwar—thewarinIraq.
Thehumancostandextraordinaryheroismofthiswar,itsurroundsus.Itsurroundsusinourcitiesandtow.Andwewillwinthiswarbecauseofthestrengthandcourageofourownpeople.
SomeofourfriendsandneighborssawtheirlastimagesinBaghdad.SometooktheirlaststeoutsideofFallujah.Andsomebuttonedtheiruniformforthefinaltimebeforetheywentouttosavetheirunit.
Menandwomenwhousedtotakecareofthemselves,theynowcountonotherstoseethemthroughtheday.Theyneedtheirmothertotietheirshoe.Theirhuandtobrushtheirhair.Andtheirwife’sarmtohelpthemacrotheroom.
Thestarsandstripeswaveforthem.Thewordherowasmadeforthem.Theyarethebestandthebravest.Theywillneverbeleftbehind.Youunderstandthat.Andtheydeserveapresidentwhounderstandsthatonthemostpersonallevelwhattheyhavegonethrough—whattheyhavegivenandwhattheyhavegivenupfortheircountry.
Tous,therealtestofpatriotismishowwetreatthemenandwomenwhoputtheirlivesonthelineeverydaytodefendourvalues.Andletmetellyou,the26millionveterainthiscountrywon’thavetowonderifthey’llhavehealthcarenextweekornextyear—theywillhaveitalwaysbecausetheytookcareofusandwewilltakecareofthem.
Buttoday,ourgreatUnitedStatesmilitaryisstretchedthin.Morethan140,000areinIraq.Nearly20,000areservinginAfghanistan.AndIvisitedthemenandwomenthereandwe’reprayingforthemastheykeepworkingtogivethatcountryhope.
Likeallofthosebravemenandwomen,Johnputhislifeonthelineforourcountry.Heknowsthatwhenauthorityisgiventothepresident,muchisexpectedinreturn.That’swhywewillstrengthenandmodernizeourmilitary.
WewilldoubleourecialForces,andinvestinthenewequipmentandtechnologiessothatourmilitaryremaithebestequiedandbesttrainedintheworld.Thiswillmakeourmilitarystrongersowe’reabletodefeateveryenemyinthisnewworld.
Butwecan’tdothisalone.Wehavetorestoreourreectintheworldtobringouralliestousandwithus.It’showwewontheWorldWarsandtheColdWaranditishowwewillbuildastableIraq.
Withanewpresidentwhostrengtheandleadsouralliances,wecangetNATOtohelpsecureIraq.WecaneurethatIraq’sneighborslikeSyriaandIran,don’tstandinthewayofademocraticIraq.WecanhelpIraq’seconomybygettingothercountriestoforgivetheirenormousdebtandparticipateintherecotruction.WecandothisfortheIraqipeopleandoursoldiers.Andwewillgetthisdoneright.
Anewpresidentwillbringtheworldtoourside,andwithit—astableIraqandarealchanceforpeaceandfreedomintheMiddleEast,includingasafeandsecureIsrael.AndJohnandIwillbringtheworldtogethertofaceourmostdangerousthreat:thepoibilityofterroristsgettingtheirhandsonanuclear,chemicalorbiologicalweapon.

 从我们党的第七次全国代表大会[1]以来的十一年间,在全中国和全世界,为了共产主义和人类解放事业而英勇奋斗和辛勤工作,因而付出了自己生命的同志和朋友,是很多的,我们应当永远纪念他们。(全体起立,默哀)
 我们这次大会的任务是:总结从七次大会以来的经验,团结全党,团结国内外一切可能团结的力量,为了建设一个伟大的社会主义的中国而奋斗。(热烈鼓掌)
 在七次大会以来的十一年中,我们在一个地广人多、情况复杂的大国内,彻底地完成了资产阶级民主革命,又取得了社会主义革命的决定性的胜利。在两个革命的实践中,证明了从七次大会到现在,党中央委员会的路线是正确的,我们的党是一个政治上成熟的伟大的马克思列宁主义的政党。(热烈鼓掌)我们的党现在比过去任何时期都更加团结,更加巩固了。(热烈鼓掌)我们的党已经成了团结全国人民进行社会主义建设的核心力量。(热烈鼓掌)我们各方面的工作都有很大的成绩。我们的工作是做得正确的,但是也犯过一些错误。在这次大会上,需要把我们工作中的主要经验,包括成功的经验和错误的经验,加以总结,使那些有益的经验得到推广,而从那些错误的经验中取得教训。
 就国内的条件来说,我们胜利的获得,是依靠了工人阶级领导的工农联盟,并且广泛地团结了一切可能团结的力量。为了进行伟大的建设工作,在我们的面前,摆着极为繁重的任务。虽然我们有一千多万党员,但是在全国人口中仍然只占极少数。在我们的各个国家机关和各项社会事业中,大量的工作要依靠党外的人员来做。如果我们不善于依靠人民群众,不善于同党外的人员合作,那就无法把工作做好。在我们继续加强全党的团结的时候,我们还必须继续加强各民族、各民主阶级、各民主党派、各人民团体的团结,继续巩固和扩大我们的人民民主统一战线,必须认真地纠正在任何工作环节上的任何一种妨害党同人民团结的不良现象。
 在国际范围内,我们胜利的获得,是依靠了以苏联为首的和平民主社会主义阵营的支持,(热烈鼓掌)以及全世界爱好和平的人民的深厚同情。(热烈鼓掌)现在,国际形势的发展对于我国的建设事业是更加有利了。我国和各社会主义国家都需要和平,世界各国的人民也都需要和平。渴望战争、不要和平的,仅仅是少数帝国主义国家中的某些依靠侵略发财的垄断资本集团。由于爱好和平的国家和人民的不断努力,国际的局势已经趋向和缓。(鼓掌)为了争取世界的持久和平,我们必须进一步地发展同社会主义阵营中各个兄弟国家的友好合作,(热烈鼓掌)并且同一切爱好和平的国家加强团结。(热烈鼓掌)我们必须争取同一切愿意和我们和平相处的国家,在互相尊重领土主权和平等互利的基础上,建立正常的外交关系。亚洲、非洲和拉丁美洲各国的民族独立解放运动,以及世界上一切国家的和平运动和正义斗争,我们都必须给以积极的支持。(热烈鼓掌)我们坚决支持埃及政府收回苏伊士运河公司的完全合法的行动,坚决反对任何侵犯埃及主权和对于埃及实行武装干涉的企图。(热烈鼓掌)我们必须使帝国主义的制造紧张局势和准备战争的阴谋彻底破产。(长时间的热烈的鼓掌)
