Andtheheartofthiscampaign—yourcampaign—istomakesurethateveryonehasthosesameoortunitiesthatIhadgrowingup—nomatterwhereyoulive,whoyourfamilyis,orwhatthecolorofyourskinis.ThisistheAmericawebelievein.
IhaveentmylifefightingforthekindofpeopleIgrewupwith.Fortwodecades,IstoodwithfamiliesandchildrenagaitbigHMOsandbigiurancecompanies.AndasaSenator,IfoughtthosesamefightsagaittheWashingtonloyistsandforcauseslikethepatients’BillofRights.

Likeallofthosebravemenandwomen,Johnputhislifeonthelineforourcountry.Heknowsthatwhenauthorityisgiventothepresident,muchisexpectedinreturn.That’swhywewillstrengthenandmodernizeourmilitary.
WewilldoubleourecialForces,andinvestinthenewequipmentandtechnologiessothatourmilitaryremaithebestequiedandbesttrainedintheworld.Thiswillmakeourmilitarystrongersowe’reabletodefeateveryenemyinthisnewworld.
Butwecan’tdothisalone.Wehavetorestoreourreectintheworldtobringouralliestousandwithus.It’showwewontheWorldWarsandtheColdWaranditishowwewillbuildastableIraq.
Withanewpresidentwhostrengtheandleadsouralliances,wecangetNATOtohelpsecureIraq.WecaneurethatIraq’sneighborslikeSyriaandIran,don’tstandinthewayofademocraticIraq.WecanhelpIraq’seconomybygettingothercountriestoforgivetheirenormousdebtandparticipateintherecotruction.WecandothisfortheIraqipeopleandoursoldiers.Andwewillgetthisdoneright.

The21stcenturyismarkedbyserioussecuritythreats,seriouseconomicchallenges,andseriousproblemslikeglobalwarmingandtheAIDSepidemic.Butitisalsofullofenormousoortunities—tocreatemillioofhighpayingjoincleanenergy,andbiotechnology;torestorethemanufacturingbaseandreapthebenefitsoftheglobaleconomythroughourpersityandourcommitmenttodecentlaborandenvironmentalstandardseverywhere;andtocreateaworldwherewecancelebrateourreligiousandracialdifferences,becauseourcommonhumanitymattersmore.
Tobuildthatkindofworldwemustmaketherightchoiceandwemusthaveapresidentwhowillleadtheway.DemocratsandRepublicahaveverydifferentandhonestlyheldideasonthatchoicesweshouldmake,rootedinfundamentallydifferentviewsofhowweshouldmeetourcommonchallengesathomeandhowweshouldplayourroleintheworld.DemocratswanttobuildanAmericaofsharedreoibilitiesandsharedoortunitiesandmoreglobalcooperation,actingaloneonlywhenwemust.
Wethinktheroleofgovernmentistogivepeoplethetoolsandconditiotomakethemostoftheirlives.RepublicabelieveinanAmericarunbytherightpeople,theirpeople,inaworldinwhichweactunilaterallywhenwecan,andcooperatewhenwehaveto.
Theythinktheroleofgovernmentistoconcentratewealthandpowerinthehandsofthosewhoembracetheirpolitical,economic,andsocialviews,leavingordinarycitizetofendforthemselvesonmatterslikehealthcareandretirementsecurity.SincemostAmericaarenotthatfartotheright,theyhavetoportrayusDemocratsasunacceptable,lackinginstrengthandvalues.Inotherwords,theyneedapidedAmerica.ButAmericalongtobeunited.After9/11,weallwantedtobeonenation,stronginthefightagaitterror.Thepresidenthadagreatoortunitytobringustogetherunderhissloganofcompaionatecoervatismandtounitetheworldincommoncauseagaitterror.
Itead,heandhiscongreionalalliesmadeaverydifferentchoice:tousethemomentofunitytopushAmericatoofartotherightandtowalkawayfromourallies,notonlyinattackingIraqbeforetheweapoiectorsfinishedtheirjo,butinwithdrawingAmericansuortfortheClimateChangeTreaty,theInternationalCourtforwarcriminals,theABMtreaty,andeventheCompreheiveNuclearTestBanTreaty.
Nowtheyareworkingtodeveloptwonewnuclearweapowhichtheysaywemightusefirst.Athome,thepresidentandtheRepublicanCongrehavemadeequallyfatefulchoicesindeed.ForthefirsttimeeverwhenAmericawasonawarfooting,thereweretwohugetaxcuts,nearlyhalfofwhichwenttothetoponepercent.I’minthatgroupnowforthefirsttimeinmylife.
WhenIwasinoffice,theRepublicawereprettymeantome.WhenIleftandmademoney,Ibecamepartofthemostimportantgroupintheworldtothem.AtfirstIthoughtIshouldsendthemathankyounote—untilIrealizedtheyweresendingyouthebill.
Theyprotectedmytaxcutswhile:
WithholdingpromisedfundingfortheLeaveNoChildBehindAct,leavingover2millionchildrenbehind
Cutting140,000unemployedworkersoutofjobtraining
100,000workingfamiliesoutofchildcareaistance

Weakeningorreversingimportantenvironmentaladvancesforcleanairandthepreservationofourforests.
EveryonehadtosacrificeexceptthewealthiestAmerica,whowantedtodotheirpartbutwereaskedonlytoexpendtheenergynecearytoopentheenvelopescontainingourtaxcuts.Ifyouagreewiththesechoices,youshouldvotetoreturnthemtotheWhiteHouseandCongre.Ifnot,takealookatJohnKerry,JohnEdwardsandtheDemocrats.
Inthisyear’sbudget,theWhiteHousewantstocutofffederalfundingfor88,000uniformedpolice,includingmorethan700ontheNewYorkCitypoliceforcewhoputtheirlivesonthelineon9/11.Asgangviolenceisrisingandwelookforterroristsinourmidst,Congreandthepresidentarealsoabouttoallowtheten-year-oldbanonaaultweapotoexpire.Ourcrimepolicywastoputmorepoliceonthestreetsandtakeaaultweapooffthestreets.Itbroughteightyearsofdecliningcrimeandviolence.Theirpolicyisthereverse,they’retakingpoliceoffthestreetsandputtingaaultweapobackonthestreets.Ifyouagreewiththeirchoices,votetocontinuethem.Ifnot,joinJohnKerry,JohnEdwardsandtheDemocratsinmakingAmericasafer,smarter,andstronger.
OnHomelandSecurity,DemocratstriedtodoublethenumberofcontainersatportsandairportscheckedforWeapoofMaDestruction.Theonebilliondollarcostwouldhavebeenpaidforbyreducingthetaxcutof200,000millionairesbyfivethousanddollarseach.Almostall200,000ofuswouldhavebeengladtopay5,000dollarstomakethenearly300millionAmericasafer—butthemeasurefailedbecausetheWhiteHouseandtheRepublicanleadershipintheHousedecidedmytaxcutwasmoreimportant-Ifyouagreewiththatchoice,re-electthem.Ifnot,giveJohnKerryandJohnEdwardsachance.

Bytheonlytestthatmatters,whetherpeoplewerebetteroffwhenwefinishedthanwhenwestarted,ourwayworksbetter—itproducedover22milliongoodjo,risingincomes,and100timesasmanypeoplemovingoutofpovertyintothemiddlecla.Itproducedmorehealthcare,thelargestincreaseincollegeaidin50years,recordhomeownership,acleanerenvironment,threesurplusesinarow,amodernizeddefeeforce,strongeffortsagaitterror,andanAmericareectedasaworldleaderforpeace,securityandproerity.
