Onthisaiversary,wealsorememberthebrutalityoftheenemywhostruckourcountryandrenewourresolvetodefeatthisenemyandsecureafutureofpeaceandfreedom.

SothisweekI’vegivenaseriesofeechesaboutthenatureofourenemy,thestakesofthestruggle,andtheprogrewehavemadeduringthepastfiveyears.OnTuesdayinWashington,Idescribedintheterroristsownwordswhattheybelieve,whattheyhopetoaccomplish,andhowtheyintendtoaccomplishit.Weknowwhattheterroristsintend,becausetheyhavetoldus.TheyhopetoestablishatotalitarianIslamicempireacrotheMiddleEast,whichtheycallaCaliphate,whereallwouldberuledaccordingtotheirhatefulideology.

OsamabinLadenhascalledthe9/11attacks,"AgreatsteptowardstheunityofMuslimsandestablishingtherighteous[Caliphate]."AlQaedaanditsalliesrejectanypoibilityofcoexistencewiththosetheycall"infidels."HearthewordsofOsamabinLaden:"Deathisbetterthanlivingonthisearthwiththeuelieversamongstus."Wemusttakethewordsoftheseextremistsseriously,andwemustactdecisivelytostopthemfromachievingtheirevilaims.

InformationfromtheterroristsinCIAcustodyhasalsoplayedaroleinthecaptureorquestioningofnearlyeverysenioralQaedamemberoraociatedetainedbytheU.S.anditsalliessincethisp版权所有rogrambegan.Wereitnotforthisprogram,ourintelligencecommunitybelievesthatalQaedaanditsallieswouldhavesucceededinlaunchinganotherattackagaittheAmericanhomeland.Wehavelargelycompletedourquestioningofthesemen,andnowitistimethattheyaretriedfortheircrimes.

Aswebringterroriststojustice,we’reactingtosecurethehomeland.OnThursdayinAtlanta,Ideliveredaprogrereportonthestewehavetakensince9/11toprotecttheAmericanpeopleandwinthewaronterror.Wearesafertodaybecausewe’veactedtoaddrethegainsecurity,intelligence,andinformationsharingthattheterroristsexploitedinthe9/11attacks.Noonecansayforsurethatwewouldhavepreventedtheattackshadthesereformsbeeninplacein20xx--yet,wecansaythatterroristswouldhavefoundithardertoplanandfinancetheiroperatio,hardertoslipintoourcountryundetected,andhardertoboardtheplanes,takecontrolofthecockpits,andsucceedinstrikingtheirtargets.

Americastillfacesdeterminedenemies.Andinthelongrun,defeatingtheseenemiesrequiresmorethanimprovedsecurityathomeandmilitaryactionabroad.Wemustalsoofferahopefulalternativetotheterrorists’hatefulideology.SoAmericaistakingthesideofdemocraticleadersandreformersandsuortingthevoicesoftoleranceandmoderationacrotheMiddleEast.Byadvancingfreedomanddemocracyasthegreatalternativetorepreionandradicalism,andbysuortingyoungdemocracieslikeIraq,wearehelpingtobringabrighterfuturetothisregion--andthatwillmakeAmericaandtheworldmoresecure.

AnotherreasonfortherecentincreaseinattacksisthattheterroristsaretryingtoinfluencepublicopinionhereintheUnitedStates.Theyhaveasophisticatedpropagandastrategy.Theyknowtheycaotdefeatusinthebattle,sotheyconducthigh-profileattacks,hopingthattheimagesofviolencewilldemoralizeourcountryandforceustoretreat.Theycarryvideocamerasandfilmtheiratrocities,andbroadcastthemontheInternet.Theye-mailimagesandvideoclitoMiddleEasterncablenetworkslikeal-Jazeera,anditructtheirfollowerstosendthesamematerialtoAmericanjournalists,authors,andopinionleaders.Theyoperateweites,wheretheypostmeagesfortheirfollowersandreadersacrotheworld.

Inonerecentmeage,theGlobalIslamicMediaFront--agroupthatoftenpostsalQaedapropagandaonweites--saidtheirgoalisto,"carryoutamediawarthatisparalleltothemilitarywar."ThisisthesamestrategytheterroristslaunchedinAfghanistanfollowing9/11.InalettertotheTalibanleaderMullahOmar,OsamabinLadenwrotethatalQaedaintendedtowage"amediacampaign,tocreateawedgebetweentheAmericanpeopleandtheirgovernment."

ThisTuesdaymarksthefirstaiversaryofKatrina--oneofthedeadliestandmostcostlynaturaldisastersinAmericanhistory.InMiiii,thestormwipedoutvirtuallyeverythingalongan80-milestretchofthecoast,flatteninghomesanddestroyingentirecommunities.InLouisiana,floodingleft80percentofthecityofNewOrleaunderwater.Thehumancostswereevenmoreterrible.Morethanathousandpeopledied,countlefamilieslosttheirhomesandlivelihoods,andteofthousandsofmen,women,andchildrenwereforcedtofleetheregionandleavebehindeverythingtheyknew.

In1776,JohnAdamspredictedtohiswife,Abigail,thatAmerica’sIndependenceDaywouldbecelebratedbysucceedinggeneratioasthegreataiversaryfestival.Hewrotethat"thisaiversaryshouldbecommemoratedwithpompandparade,withshows,games,orts,bells,bonfires,andilluminatiofromoneendofthiscontinenttotheother,fromthistimeforward,forevermore."

Sincethen,generatioofAmericahavedonejustthat.EachyearwelookforwardtothefamilygatheringsandthegrandcelebratiothattakeplaceacrotheNationonthe4thofJuly.Andamidthemusicandbarbequesandfireworks,wegivethanksforourfreedom,andwehonorthebraveryandsacrificesofallthosewhohavemadethatfreedompoible.

OnIndependenceDay,werecallthecourageandhighidealsofourNation’sfounders,whowagedadeeratefighttoovercometyrayandliveinfreedom.Recentyearshavebroughtarenewedinterestinthelivesandachievementsofourfounders,andwehavelearnedonceagainthattheypoeedextraordinarytalents,aswellasordinaryhumanfailings,whichonlymakestheiraccomplishmentsal版权所有lthemoreremarkable.

Becauseofthemeasureswe’vetakentoprotecttheAmericanpeople,ourNationissaferthanitwaspriortoSeptemberthe11th.Still,wemustnevermakethemistakeofthinkingthedangerofterrorismhaspaed.Thisweek’sexperienceremindsusofahardfact:Theterroristshavetosucceedonlyoncetoachievetheirgoalofmamurder,whilewehavetosucceedeverytimetostopthem.Unfortunately,somehavesuggestedrecentlythattheterroristthreatisbeingusedforpartisanpoliticaladvantage.Wecanhavelegitimatedisagreementsaboutthebestwaytofighttheterrorists,yetthereshouldbenodisagreementaboutthedangersweface.

Americaisfightingatoughwaragaitanenemywhoseruthleeisclearforalltosee.Theterroristsattempttobringdownairplanesfullofiocentmen,women,andchildren.TheykillciviliaandAmericanservicemeninIraqandAfghanistan,andtheydeliberatelyhidebehindciviliainLebanon.Theyareseekingtoreadtheirtotalitarianideology.They’reseekingtotakeovercountrieslikeAfghanistanandIraqsotheycanestablishsafehavefromwhichtoattackfreenatio.ThesekillersneedtoknowthatAmerica,GreatBritain,andouralliesaredetermi版权所有nedtodefendourselvesandadvancethecauseofliberty.Withpatience,courage,anduntiringresolve,wewilldefendourfreedom,andwewillwinthewaronterror.
