NorthKoreahasbeenpursuingnuclearweapoanddefyingitsinternationalcommitmentsforyears.In1993,NorthKoreaaouncedthatitwaswithdrawingfromtheNuclearNoroliferationTreaty.TheUnitedStatesnegotiatedwithNorthKoreaandreachedabilateralagreementin1994:NorthKoreacommittedtogivingupitspursuitofnuclearweapoinexchangeforhelpwithpeacefulnuclearpower.

AfterIcametooffice,wediscoveredthatNorthKoreahadbeenviolatingthisagreementforsometimebycontinuingworkonacovertnuclearweapoprogram.MyadministrationconfrontedtheNorthKorearegimewiththisevidencein20xx,andtheNorthKoreasuequentlywalkedawayfromthe1994agreement.

SomyAdministration版权所有decidedtotakeanewaroach.Webroughttogetherothernatiointheregioninanefforttoresolvethesituationthroughmultilateraldiplomacy.Thelogicbehindthisaroachisclear:NorthKorea’sneighborshavethemostatstake,andtheyareNorthKorea’sprincipalsourcesoffood,energy,andtrade,soitmakesseetoenlistthemintheefforttogettheNorthKoreanregimetoenditsnuclearprogram.

ThisdiplomaticeffortwascalledtheSix-partyTalks,andthesetalksincludedNorthandSouthKorea,China,Japan,RuiaandtheUnitedStates.InSeptemberoflastyear,thesediplomaticeffortsresultedinawide-rangingJointStatementthatofferedaresolutiontotheproblemandabetterlifefortheNorthKoreanpeople.InthisJointStatement,NorthKoreacommittedtoabandoningallnuclearweapoandexistingnuclearprograms.NorthKoreawasofferedtheproectofnormalizedrelatiowithJapanandtheUnitedStates,aswellaseconomiccooperationinenergy,trade,andinvestment.AndtheUnitedStatesaffirmedthatwehavenonuclearweapoontheKoreanpeniulaandnointentiontoattackorinvadeNorthKorea.

tsactiothisweek,theNorthKoreanregimehasonceagainbrokenitsword,provokedaninternationalcrisis,anddenieditspeopletheoortunityforabetterlife.Weareworkingforaresolutiontothiscrisis.Natioaroundtheworld,includingourpartnersintheSix-partyTalks,agreeontheneedforastrongUnitedNatioSecurityCouncilresolutionthatwillrequireNorthKoreatodismantleitsnuclearprograms.ThisresolutionshouldalsoecifymeasurestopreventNorthKoreafromimportingorexportingnuclearormiiletechnologies.AnditshouldpreventfinancialtraactiooraettrafersthatwouldhelpNorthKoreadevelopitsnuclearormiilecapabilities.

Bypaingsucharesolution,wewillsendaclearmeagetotheNorthKoreanregimethatitsactiowillnotbetolerated.AndwewillgivethenatiowiththeclosesttiestoNorthKorea--ChinaandSouthKorea--aframeworktousetheirleveragetopreurepyongyangandpersuadeitsregimetochangecourse.

Aswepursueadiplomaticsolution,wearealsoreauringouralliesintheregionthatAmericaremaicommittedtotheirsecurity.WehavestrongdefeeallianceswithJapanandSouthKorea,andtheUnitedStateswillmeetthesecommitments.AndinreoetoNorthKorea’sprovocation,wewillseektoincreaseourdefeecooperationwithourallies,includingcooperationonballisticmiiledefeetoprotectagaitNorthKoreanaggreion,andcooperationtopreventNorthKoreafromimportingorexportingnuclearormiiletechnologies.

Thereareanumberofreasoforthisincreaseinviolence.OnereasonisthatCoalitionandIraqiforceshavebeenconductingfocusedoperatiotobringsecuritytoBaghdad.Sidebyside,IraqiandAmericanforcesareoperatinginthecity’smostviolentareastodisruptalQaeda,captureenemyfighters,crackdownonIEDmakers,andbreakupdeathsquads.Asweengageourenemiesintheirstronghold,theseenemiesareputtingupatoughfight.InabriefinginIraqonThursday,GeneralWilliamCaldwellsaidtheoperationtosecureBaghdadhas"notmetouroverallexpectatio."Healsoexplained,"It’snocoincidencethatthesurgeinattacksagaitcoalitionforcescoincideswithourincreasedpresenceinthestreetsinBaghdad."

AnotherreasonfortherecentincreaseinattacksisthattheterroristsaretryingtoinfluencepublicopinionhereintheUnitedStates.Theyhaveasophisticatedpropagandastrategy.Theyknowtheycaotdefeatusinthebattle,sotheyconducthigh-profileattacks,hopingthattheimagesofviolencewilldemoralizeourcountryandforceustoretreat.Theycarryvideocamerasandfilmtheiratrocities,andbroadcastthemontheInternet.Theye-mailimagesandvideoclitoMiddleEasterncablenetworkslikeal-Jazeera,anditructtheirfollowerstosendthesamematerialtoAmericanjournalists,authors,andopinionleaders.Theyoperateweites,wheretheypostmeagesfortheirfollowersandreadersacrotheworld.

Inonerecentmeage,theGlobalIslamicMediaFront--agroupthatoftenpostsalQaedapropagandaonweites--saidtheirgoalisto,"carryoutamediawarthatisparalleltothemilitarywar."ThisisthesamestrategytheterroristslaunchedinAfghanistanfollowing9/11.InalettertotheTalibanleaderMullahOmar,OsamabinLadenwrotethatalQaedaintendedtowage"amediacampaign,tocreateawedgebetweentheAmericanpeopleandtheirgovernment."

Goodmorning.LauraandIwishallAmericaasafeandhay4thofJulyweekend.I’mlookingforwardtoendingIndependenceDaywithmembersofourArmedForcesandtheirfamiliesatFortBragg,NorthCarolina.Thesebravemenandwomenrisktheirlivestodefendtheidealsofourfoundinggeneration,andIwillhavethehonorofthankingmanyofthempersonallyfortheirserviceinfreedom’scause.

In1776,JohnAdamspredictedtohiswife,Abigail,thatAmerica’sIndependenceDaywouldbecelebratedbysucceedinggeneratioasthegreataiversaryfestival.Hewrotethat"thisaiversaryshouldbecommemoratedwithpompandparade,withshows,games,orts,bells,bonfires,andilluminatiofromoneendofthiscontinenttotheother,fromthistimeforward,forevermore."

Sincethen,generatioofAmericahavedonejustthat.EachyearwelookforwardtothefamilygatheringsandthegrandcelebratiothattakeplaceacrotheNationonthe4thofJuly.Andamidthemusicandbarbequesandfireworks,wegivethanksforourfreedom,andwehonorthebraveryandsacrificesofallthosewhohavemadethatfreedompoible.

OnIndependenceDay,werecallthecourageandhighidealsofourNation’sfounders,whowagedadeeratefighttoovercometyrayandliveinfreedom.Recentyearshavebroughtarenewedinterestinthelivesandachievementsofourfounders,andwehavelearnedonceagainthattheypoeedextraordinarytalents,aswellasordinaryhumanfailings,whichonlymakestheiraccomplishmentsal版权所有lthemoreremarkable.
