世界电信日

信息产业部副部长张春江在世界电信日之际，发表了题为《发展互联网推进信息化》的讲话，纪念第３３届世界电信日。他充分肯定了互联网发展对我国调整产业结构、增强创新能力、改善人民生活、提高国民素质、提升国际竞争力的重要推动作用，指出了互联网发展带来的新挑战，提出了在“积极发展，加强管理，趋利避害，为我所用”１６字方针指导下，深入研究信息网络化的特点和规律，大力发展互联网的对策。

张春江指出，互联网的蓬勃兴起，使信息的集成化、网络化趋势日渐明显。今天，网络已深入到生产、流通、管理、科研、教育、文化、卫生等各个领域，引起人们生活习惯、工作方式、思维方式及价值观念等诸多方面的深刻变化。面对发达国家的技术、资金和市场优势，我国还存在明显的差距。西方国家和敌对势力不断利用网络进行意识形态渗透，国内网络犯罪、有害信息传播等问题也日益突出。我国在推进信息网络化、维护信息安全方面，面临着巨大的压力和挑战。他指出，发展互联网，必须认真贯彻江泽民同志提出的“积极发展，加强管理，趋利避害，为我所用”的指导方针，深入研究信息网络化的特点和规律，发挥后发优势，努力推进和社会生活信息化。

——发展互联网，要取人之长，探索适应我国国情的发展道路。他强调，我国在发展互联网过程中，必须重视统筹规划。现在各方面对于发展互联网都有很高的热情，接入网建设、信息资源开发等许多领域呈现出生机勃勃的局面。这无疑是一件大好事。但无论是国家还是企业，在从事这些的同时，应当充分考虑潜在的风险，力戒一哄而起又一哄而散。发展互联网，诸如体制标准、域名管理、数据库资源的开发共享等有关工作，必须保持集中统一，只有这样，才能以最小的投入获得最大的效益。

——发展互联网，要正确处理发展网络经济与改造传统产业的关系。互联网尽管在优化物质经济增长方面具有不可比拟的重要作用，但它同样不可能取代物质经济增长。当前要特别注意防止两种倾向：一种是认为只要有了“信息化”，就可以将工业、农业和第三产业取而代之，实现“非物质经济增长”，我国就可以与发达国家并驾齐驱；一种是把互联网说得一钱不值，认为网络经济不过是一堆“泡沫”。事实上，这两种认识不仅脱离实际，而且十分有害。张春江说，我们要科学认识网络经济和传统产业的关系，从打基础入手，抓好传统产业的改造升级，扎扎实实推进信息化建设。

——发展互联网，要把技术先进、功能完善的网络作为重要基础，重视信息资源的开发和利用。张春江说，信息资源的开发、的发展、信息应用系统的建设，对网络基础设施提出了越来越高的要求。我国信息基础设施虽然有了很大的改善，但还不能满足经济社会发展的需求，尤其是带宽不足，已成为制约信息网络化建设的“瓶颈”。我们要突破带宽的“瓶颈”限制，建设面向２１世纪的国家信息基础设施。要抓住世界信息技术革命带来的机遇，采用密集波分复用、第三代移动通信等各种先进技术，使网络逐步演进成为一个融语音、数据、图像为一体，超大容量、灵活高效、经济实用、安全可靠的宽带高速信息网，满足各种宽带多媒体业务需求，在信息网络化中发挥主导作用。张春江指出，要努力在应用上取得突破，集中力量抓好信息资源的开发利用。要以政府上网、企业上网、家庭上网和学校上网工程为载体，积极推动经济运行与宏观管理部门信息应用系统的发展，组织好重点领域信息资源的开发利用，鼓励发展各类公共数据库。要加快利用信息技术改造传统产业的步伐，促进产业结构调整和升级，促进农业、第三产业规模的扩大和效率的提高。要充分重视网上思想文化阵地的建设，积极发展远程教育、远程医疗等各种面向社会和广大群众的信息服务。加强信息知识的普及教育，扩大社会电脑拥有量，提高上网普及率，满足人民群众日益增长的信息需求。先生版权所有

大家好!

经过我全方位周密活动，今天象奥巴马总统一样站在主席台上发表竞选演讲，尽管我付出了很多，甚至有些透支，但我充满了希望，舍不得孩子套不住狼，胜者王侯败者贼，不成功说明对手比我更舍得，就当我肉包子打狗，但我不能赔了夫人又折兵；成功了羊毛出在羊身上，必须收回血本，这是盈亏平衡点，是底线，无利不起早，我向来不做赔本的买卖，靠山吃山、靠水吃水，当村委书记靠村民支持，我不能吃支持我的村民，水能载舟、亦能覆舟。仕途漫漫，其道险恶，吾将上下搜索，左右打点，斟酌取舍，支持我的与反对我的区别对待，死不改悔的与知错就改的区别对待，有意思的与无意思的区别对待。

官无论大小，关键是做好两件事：决策和用人。我将整合资源，做到物尽其用、地尽其利、人尽其才。宁用捉老鼠的猫，不用咬耗子的狗，黑白两道的人都用，具体抓三件事：

一、经济

立项、招商引资是灰色收入的安全通道，但必须知己知彼，可能成为叛徒、内奸的钱不能大意、轻信和贪婪。搞到的钱绝不独吞，将风险降到最低，政府各级关键人物，是保驾的应得大鱼头，人大[本文来自]不管，纪委不漏，支持我的村民，是抬轿的至少应得大鱼尾，中立的村民是团结的对象应得鱼翅，其余都是我的掘墓人让他们吃鱼杂碎中的下水，我不是完人，也不是完蛋的人，知恩图报是中华民族的美德，但以德报怨我没有那么高的境界，所以低保不保掘墓人，穷死也不给，他们是不安全因素，绝不给他们在好事上签字盖章，我要给保护伞锦上添花！我要给抬轿者雪中送炭！我要给掘墓人制造困难！

二、组织

1、廉政建设

廉政宣传如雷贯耳，警钟长鸣，管好班子，让他们毫不害人、专门利人不可能，我们都不但不是纯粹的人、而且没有脱离低级趣味。所以要严格监控下级腐败的度，对上级既不敲山震虎，也不打草惊蛇，虎蛇都得罪不起。既然混进官场，掉进染缸，谁也不会出污泥而不染，但我不愿成为腐败链中的一环、窝案内的一员。因此我必须时刻准备好活动的钱，多组团到狱中看望不幸服刑的同志，吸取反侦察的经验，不做无谓的牺牲。防贼、防二奶、不进则退，舍车保帅，花钱消灾。

2、发展党员

对有才有德，可能成为竞争对手的人边缘化，就是靠边站；将永远做绿叶的人，给我抬轿的人吸收为党的新鲜血液。但必须表现好、懂规则、有意思。

3、财务一支笔

批示、签字、盖章唯我独尊，不能乱套，财务做好三套账，检查，内用，自用不能混，尤其是我给谁烧香要牢记，我心诚，关键时刻他必须显灵，绝不能大义灭亲，谁没给我进贡应注明，以免办错事。

Terroristattackscanshakethefoundatioofourbiggestbuildings,buttheycaottouchthefoundationofAmerica.Theseactsshattersteel,buttheycaotdentthesteelofAmericanresolve.
